Placeholder.... - preliminary commit

Region Module -  ability to control flocks within an OpenSim scene

Build instructions
Add source tree under opensim/addon-modules

./runprebuild.sh to build the module into a local server

Prebuilt binaries etc.. to follow 

Currently only tested against opensim master

Status: pre alpha

Licence: all files released under a BSD licence
