Subject: [PATCH] Fix what apepars to be a bug in
 DoubleQueue<T>.Enqueue(Queue<T> q, T data) where the q parmater is ignored
 and everyghig is always placed on m_lowQueue.

No actual impact presently since nothing ends up calling EnqueueHigh()
