Fix a typo in the SQLite DLL config and amend the instructions for running on Linux.
...
Under Linux (and probably also under OSX), the operating system must be able to find the new SQLite DLL in the library search path.

runprebuild.sh and on how to report bugs.
plus some minor fixes (dropping m_log statement left over
from debugging llOwnerSay, nicer catch of exception in

* extracted core_build target
* FIX : csc gets confused over System.Xml ref - should be System.Xml.dll as there is a System.Xml file in same dir.
* Added OpenGrid.Framework project for great justice.
* Added LoginService as base class for LoginServer (GF)
* FIX: Plugins default.build now creates target dir, otherwise it fails.
* Added VERSION file to source control - it really should be circumvented as well.
