Melanie Thielker ea8f3c83bf Finally remove the requirement for an InventoryItem/FolderBase object to
be passed into inventory queries.
This makes the API more homogenous and also will more clearly show
coding
errors related to HG inventory where the .Owner field has a meaning
for a query but wasn't always set.

Robert Adams 9ebdae8676 Restore SendAgentGroupDataUpdate() call in GroupsModule.cs.
Restore linkage to OnAgentClosed since the merge solved the reference
   problem by looking up the agent.
This should address Mantis 7915 and 7920.

Justin Clark-Casey (justincc) 91e1aaa5d4 On teleport to a region that already has a child agent established (e.g. a neighbour) don't resend all the initial avatar and object data again.
This is unnecessary since it has been received (and data continues to be received) in the existing child connection.

Justin Clark-Casey (justincc) 77e7bbcbf7 Send group notices through the same messaging module mechanism used to send group chat to avoid timeout issues when sending messages to large groups.
Only implementing for XmlRpcGroups initially to test.
May require MessageOnlineUsersOnly = true in [Groups] to be effective.

Justin Clark-Casey (justincc) 377fe63c60 Don't try and send group updates to NPCs via event queue, since NPCs have no event queue.
I think there is an argument for sending this information to NPCs anyway since in some cases it appears a lot easier to write server-side bots by hooking into such internal events.
However, would need to stop event messages building up on NPC queues if they are never retrieved.

Diva Canto 69975763d2 Several major improvements to group (V2) chat. Specifically: handle join/drop appropriately, invitechatboxes.
The major departure from flotsam is to send only one message per destination region, as opposed to one message per group member. This reduces messaging considerably in large groups that have clusters of members in certain regions.
